Oregon

January 1, 2008. The Oregon Check-Cashing Act limits the fees to 2 percent of $5 for checks issued by the U.S. government, the state of Oregon or the municipality where the check is cashed.

 For payroll and any other government checks, the limit is 3 percent, or $5, whichever is greater.  The total fee for cashing any check cannot exceed $100.

 Prior to the new law, consumers were paying up to 8 percent to cash low-risk government or payroll checks.

In addition to capping the fees, the new law requires check-cashing businesses to be licensed by the Department of Consumer and Business Services and to post their licenses and fee schedule.
